Have you ever gone to check into a cheap motel and been asked "how many hours?" That is legal . Some cities have ordinances against it, because they know that most people want a room for two or three hours, not to take a nap. The short term rental of the room is legal. The short term employment of the concierge is not.

It's the same way it is in Germany, the brothels are government ran, and have monthly health inspections. Prostitution is illegal to keep "street hookers" from being able to do business without any type of health inspections.

Brothels are houses where 'clients' go to for 'services' . All they have done is to keep the women from hanging round the streets, not only putting themselves in danger, but causing a nuisance and creating no-go areas for others.
